9. Project Description/Overview
The City of Long Beach proposes to construct beach pavilions as Phase 3 of the Jeff Davis Gateway project. The pavilions will provide shaded public gathering spaces and recreational amenities within the landscaped waterfront plaza area south of Highway 90. These improvements will enhance public access, visitor experience, and tourism opportunities along the beachfront while supporting the broader Jeff Davis Gateway initiative, which serves as a welcoming entrance feature directing visitors to Long Beach attractions
10. Project Goals/Objectives
Construct publicly accessible pavilions that provide shaded gathering spaces and improved amenities for residents and visitors. Increase recreational opportunities and visitor comfort within the Jeff Davis Gateway public waterfront area. Support coastal tourism and local economic activity by creating an attractive, welcoming beachfront destination. Invest in durable infrastructure designed for long-term public use, coastal enjoyment, and community benefit.
11. Which of the following authorized uses set forth in the GOMESA Act does this project fall under?
(A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
Yes: The proposed project represents an investment in resilient coastal infrastructure located immediately adjacent to Mississippi's shoreline and directly exposed to coastal hazards that are exacerbated by coastal wetland loss. The beach pavilions will provide durable public-use facilities designed for long-term service in a coastal environment while enhancing public access to and enjoyment of coastal resources. By improving infrastructure within the Jeff Davis Gateway waterfront area, the project supports coastal resilience, protects the long-term functionality of public coastal assets, and advances GOMESA objectives related to infrastructure directly affected by coastal wetland losses and coastal storm impacts.
(B) Mitigation of damage to fish, wildlife, or natural resources.
(C) Implementation of a federally-approved marine, coastal, or conservation management plan.
(D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.
12. Project Timetable/Milestones
The Beach Pavilions Improvements project is in an advanced state of readiness. The pavilions were previously designed as part of the larger Jeff Davis Gateway project; however, construction of this component was not awarded because available funding was insufficient to construct the entire project scope. As a result, the City has completed design documents available for use and can move directly into procurement and construction activities once funding is secured. The City anticipates repackaging the existing plans and specifications into a standalone construction bid package, soliciting bids, awarding a construction contract, and completing construction within approximately eighteen (18) months of grant award. This level of project readiness minimizes implementation risk and allows for the efficient expenditure of GOMESA funds. GOMESA Grant Award and Grant Agreement Execution -- Months 0-2 Receipt of Construction Bids for Standalone Pavilion Project -- Months 3-5 Pavilion Construction (Notice to Proceed through Substantial Completion) -- Months 6-16 Project Closeout, Final Inspection, and Grant Reporting -- Months 17-18

15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
The Jeff Davis Gateway Phase 3 Beach Pavilions Improvements project supports the Mississippi Department of Marine Resources' mission by enhancing public access to and enjoyment of Mississippi's coastal resources through the development of durable, publicly accessible waterfront amenities. The project will provide shaded gathering spaces for residents and visitors, improve the overall beachfront experience, and strengthen the Jeff Davis Gateway as a destination supporting recreation and coastal tourism. By investing in long-term public infrastructure within a prominent coastal location, the project promotes continued use, appreciation, and stewardship of Mississippi's shoreline resources while supporting the economic vitality of coastal communities. Completion of this planned project component will provide lasting benefits to residents and visitors and help ensure that Mississippi's coastal assets remain accessible and attractive for future generations.
