- 9. Project Description/Overview
- The Hancock County Water and Sewer District proposes to replace 5 miles of 12" and 8" asbestos cement (AC) pipe with 12" PVC. In addition, a new 12" water main of approximately 3 miles is proposed to extent from Webre Road along South Road and connect to an existing 10" water line at the main entrance on Lower Bay Road.
- 10. Project Goals/Objectives
- The goal of this project is to prevent future leaks and repairs to be made. By replacing the asbestos coated water pipe with PVC, it will mitigate damage to the environment and wildlife. Removing the asbestos will produce cleaner air and remove dangerous toxins from the soil. AC pipe is also known to break easily, and it can be difficult to repair due to the toxins it releases. By replacing the pipe now, it can prevent future health risks to workers such as lung cancer and mesothelioma. The Industrial Park's water system has limited growth capacity due to the low pressure of the AC pipe.
- 11. Which of the following authorized uses set forth in the GOMESA Act does this project fall under?
- (A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
- Yes: Due to the low elevation of Port Bienville Industrial Park and high frequency of flooding and storm surge to the area, the pipe is susceptible to breaks which requires repair in hazardous conditions.
- (B) Mitigation of damage to fish, wildlife, or natural resources.
- Yes: The proposed project will mitigate damage to wildlife and natural resources in the area. By replacing the asbestos cement water pipe with PVC, it will remove dangerous toxins from the environment. Thus, improving air and soil quality.
- (C) Implementation of a federally-approved marine, coastal, or conservation management plan.
- (D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.

- 14. Current status of architectural/engineering plans & specifications for this project (if applicable):
- 15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
- The proposed project meets the objectives of the Department of Marine Resources by removing a toxic material from the environment that is harmful to the wildlife and natural resources of that area. In doing so, it will enhance air and soil quality thus growing vegetation and wildlife. The PVC pipe would also be able to withstand hurricane damage better than the AC pipe because it is stronger and less likely to break from a storm. These proposed improvements will provide protection in the area now and for future generations.
