9. Project Description/Overview
The City of D'Iberville is requesting GOM ESA funds for the engineering. design. and partial construction of the city's marina expansion along the Back Bay of Biloxi. The marina was heavily damaged in Hurricane Zeta of 2020 and 1s currently under reconstruction. These funds will allow the City 10 enhance and expand the marina as part of a bigger community recreational development known as the D'Iberville Working Waterfront and Commercial Seafood Harbor (Working Waterfront.) Enhancement and expansion of the marina is a top priority for the D'lberville community as they work towards a safe, resilient waterfront development with family oriented recreational activities. To achieve the resilience needed to sustain waterfront development, this much needed GOMESA funding would provide a higher level of engineering design for the marina expansion to withstand storm events and climate change. The Working Waterfront, vision originated in 2006 when City of D'Iberville stakeholders created the Citizen's Master Plan and called for a downtown destination area to revitalize the older neighborhoods of D'Iberville. An enhanced and expanded marina would continue to work towards that, vision by bringing more citizens and visitors to the D'Iberville's emerging downtown. Since this plan's inception, major components of the plan have been implemented including the casino resort, the open farmers market, and a robust retail district.
10. Project Goals/Objectives
The goals of the D'Iberville Marina 111clude recreational access to water resources. resiliency. and economic development. The following objectives from the 2015 D'lberville Comprehensive plan work toward achieving those goals: I. Maximize the benefit of public investment in existing municipal service facilities and capabilities 2. Create a regional, visitor experience within the Downtown Area as a center of retail, entertainment and cultural activity. 3. Assist the south shore of D'lberville in redevelopment efforts 4. Strategically invest in economic development near the historic district and new French market district.

Yes: The D'Iberville Marina meets GOMESA requirements through restoration and hurricane protection of D'lberville's boating infrastructure. This project will be implemented using resilient design and engineering through use of larger timber components. stronger bracket connectors. flow-through decking and relocation of site utilities above the base flood elevation. This higher level of storm resistant design is in response to stronger and more frequent storm events associated with coastal wetland losses along the Back of Biloxi Bay and the Gulf of Mexico shorelines.
(B) Mitigation of damage to fish, wildlife, or natural resources.
(C) Implementation of a federally-approved marine, coastal, or conservation management plan.
(D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.

15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
Enhancement and expansion of the existing marina would continue to provide public access to the water resources of Back Bay of Biloxi and the Gulf of Mexico with increased safety measures. Through the additional engineering components and more resilient design which these GOMESA funds would provide. MDMR would be providing assistance to protect boating infrastructure against storm events and climate change. This needed boating infrastructure expansion would allow current and future generations of citizens to continue the fishing and seafood livelihoods which make D'Iberville a place rich in tradition. Funding for the engineering and design of the marina would also meet goal F "Enhance the wise public use of marine and coastal resources of the Mississippi Gulf Coast" outlined in MDMR's 2019-2023 Strategic Plan through the following objectives, outcomes, and strategy: OBJECTIVE F1: Increase the public's access and enjoyment of all coastal waters by conserving. reclaiming. preserving, acquiring and enhancing these areas and by educating the public. Outcome: Increased public use of coastal waters via public access projects. Outcome: Increased public use of coastal waters via boat ramps, breakwaters, marinas, harbors and piers. Outcome: Projects granted to Harrison, Hancock and Jackson Counties. F.1.1: STRATEGY: Provide grants to install new access facilities or renovation and or improvement of existing facilities.
