9. Project Description/Overview
The Jackson County Solid Waste Department is responsible for managing waste in Jackson County. The department facilitates curbside pickup of household garbage through a private contractor and curbside pickup of rubbish with in-house forces. One day a year the department also holds a Household Hazardous Waste (HHW) Day event, allowing residents to bring items not qualified as garbage or rubbish (special waste - paints, solvents, pesticides, herbicides, corrosives, automotive fluids, batteries, household cleaners, etc.) to a central location for collection and proper disposal by the County. Although this event is highly successful, a large portion of the population is unable to participate in the once a year event. Improper disposal of these HHW's can pollute the environment and pose a threat to human health, can cause poisoning, harm to the ground water, air quality, and soil quality. Surface runoff from contaminated areas discharges into the bayous and estuaries, which are aquatic nurseries, killing or severely damaging the ecosystem in these areas. Depending on the nature of the pollutant, they can be carried great distances by the tide, or can concentrate in place. As the community continues to grow, so does the volume of HHW materials requiring proper management. This project will establish a permanent collection facility, ensuring that residents have continuous access to environmentally sound disposal services, thereby reducing the illegal disposal of these items in environmentally sensitive areas.

Project Goals 1. Perform site work including pavement, access drives, utilities, drainage, etc. for public and service vehicles. 2. Construction of a 5-bay metal building and office for secure material storage and administrative functions. 3. Provide educational information for the public. Project Objectives Protect and enhance water quality of surface waters and aquifers to protect fish, wildlife, and natural resources by reducing illegal dumping of potentially hazardous materials. 1. Protect and enhance the recreational values of coastal and offshore waters (fishing, boating, swimming). 2. Protect and enhance economic development through a clean environment. 3. Improve water quality in the areas where shoreline vegetation grows. 4. Protect the natural shoreline breeding grounds for fish, crustacean, and other species.

This project meets the requirements of the Mississippi Department of Marine Resources GOMESA Phase II Funding Program by intercepting harmful chemicals and other items that are detrimental to humans and the environment. Benefits include: 1. Protecting the ecosystems of shorelines and bayous, which serve as a nursery for many species of fish and crustaceans. 2. Protecting natural resources for tourism and other areas of economic development by protecting water quality, marine health, and the aesthetics of the shoreline environment. 3. Protecting drinking water aquifers. 4. Protecting and enhancing the economic and recreational quality of life of local residents.
