9. Project Description/Overview
This project will serve to extend sewer and water systems to a part of the city, referred to as "Center City", that has little failing utility infrastructure systems. The project boundaries include U.S. Highway 90 on the north, Nicholson Avenue on the east, South Beach Blvd on the south and Sycamore Street on the west. The work will also seek to improve the existing stormwater conveyance system. The surrounding existing system has been constructed throughout the 1950's and 1960's and is still comprised of vitrified clay pipe with intermittent locations of PVC due to repairs that have been required through the years. There is an increase in activity in these areas, due to continued efforts to rebuild post-Hurricane Katrina including upgrades to existing fiber optic infrastructure, gas service, and industrial activity. The city is under intense pressure to extend water and sewer service to these unserved or underserved areas of the city and to abate drainage problems by improving the conveyance system currently in place.

(A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
Yes: Improvements to the utility infrastructure, specifically providing new sewer in presently unsewered areas, will support continued growth and will decrease the potential of sewage spills in the adjoining marshes and wetland that drain into the Mississippi Sound.
(B) Mitigation of damage to fish, wildlife, or natural resources.
Yes: New sewer systems will protect the groundwater from potential contamination by onsite systems and will also aid in protecting adjacent surface waters from potentially contaminated runoff. Improving the drainage conveyance is intended to reduce sediment transport and erosion of existing streambanks by cleaning and establishing a system that will prevent flooding and transport the runoff more efficiently.
(C) Implementation of a federally-approved marine, coastal, or conservation management plan.
(D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.
Yes: Construction of the proposed project will improve the resiliency of the City's infrastructure during storm events, including sewage collection system, water distribution systems, fire protection, and stormwater conveyance, etc.

By improving the infrastructure in the project areas, it will reduce the potential for sewage spills and contamination of the surrounding marsh and Mississippi Sound by surface runoff through the storm drain systems. and the Mississippi Sound. The proposed project will help protect the local seafood industry and ecological systems for years to come.
