9. Project Description/Overview
The City of Long Beach proposes to construct Phase I of the Highway 90 Hurricane Mitigation Improvements project along the south side of U.S. Highway 90 between Oak Alley Lane and S. Island View Drive. The project will construct a concrete beachfront pathway with an integrated concrete stem wall designed to reduce the damaging effects of storm surge, beach erosion, and windblown sand on U.S. Highway 90 and its associated drainage infrastructure. The stem wall will provide an additional layer of protection for this critical coastal transportation corridor by reducing the potential for roadway undermining during hurricane and tropical storm events while helping to limit the movement of windblown sand onto the highway. These improvements will enhance highway safety, improve drainage system performance, reduce maintenance demands, and strengthen the long-term resilience of public infrastructure exposed to coastal hazards. In addition to its hurricane protection benefits, the project will improve public access to the beachfront through the construction of a continuous pedestrian pathway and help preserve coastal resources by reducing beach erosion and sand displacement. As part of a larger phased initiative, the project will contribute to a connected system of coastal resilience improvements along the Long Beach shoreline.

Project Goals and Objectives Goal 1: Protect Critical Coastal Infrastructure Construct hurricane mitigation improvements that protect U.S. Highway 90 and associated drainage infrastructure from storm surge, shoreline erosion, and coastal storm impacts. Goal 2: Enhance Hurricane and Storm Resilience Reduce the potential for roadway undermining during hurricanes and tropical storm events through the construction of a concrete pathway and integrated stem wall system. Goal 3: Improve Public Safety and Stormwater Functionality Minimize windblown sand accumulation within U.S. Highway 90 travel lanes and drainage systems, improving roadway safety, maintaining positive drainage, and reducing maintenance requirements. Goal 4: Preserve Coastal Resources Help retain beach sand and reduce erosion, supporting the long-term stability of the shoreline and preservation of coastal habitat, including sea turtle nesting areas. Goal 5: Improve Public Access and Recreation Expand and connect the beachfront pedestrian pathway system, providing enhanced public access to Long Beach's waterfront and recreational resources. Goal 6: Support Regional Coastal Resilience Efforts Advance the City's long-term strategy of constructing continuous hurricane mitigation improvements along the beachfront while complementing similar coastal protection measures being implemented throughout Harrison County.

Project Timetable / Milestones The City of Long Beach proposes to construct Phase I of the Highway 90 Hurricane Mitigation Improvements project to provide additional protection for U.S. Highway 90 and associated coastal infrastructure from storm surge, erosion, and windblown sand. Following grant award, the City will complete final engineering and permitting activities, procure a construction contractor, construct the pathway and integrated stem wall improvements, and complete project closeout and reporting. The project is anticipated to be completed within approximately twenty-four (24) months of grant award and authorization to proceed.
