9. Project Description/Overview
The City of Long Beach proposes the Trautman Basin / Outfall Improvements Project to enhance stormwater management, improve water quality, and strengthen hurricane resilience within one of the City's most critical drainage basins. This drainage basin extends from near the Long Beach High School to the basin outfall at Mississippi Sound near West Avenue. The project will include restoration and cleaning of existing drainage channels, channel improvements to increase stormwater conveyance capacity, removal of drainage obstructions, and construction of a new outfall structure to improve discharge into Mississippi Sound. The Trautman Basin serves a large portion of central Long Beach, including residential neighborhoods, public infrastructure, and the Long Beach High School area. Improvements to the basin will reduce flooding risks, improve hurricane and severe storm preparedness, and help restore environmentally impacted portions of the drainage system. The project will also build upon recent sewer infrastructure upgrades completed upstream, creating long-term benefits for water quality, environmental restoration, and coastal resilience. The total estimated project cost is approximately $2.5 million.
10. Project Goals/Objectives
Goal 1: Improve Critical Drainage Infrastructure Improve the capacity and functionality of the Trautman Basin drainage system through channel restoration, drainageway improvements, and construction of a new outfall structure to Mississippi Sound. Goal 2: Enhance Hurricane and Storm Resilience Reduce flooding risks and improve stormwater conveyance during hurricanes, tropical storms, and major rainfall events to better protect residents, businesses, schools, and public infrastructure. Goal 3: Restore Environmental Quality Restore and rehabilitate environmentally impacted drainage channels and natural drainage features that have experienced degradation from historical sewer overflows and poor drainage conditions. Goal 4: Improve Water Quality Reduce pollutant accumulation and improve water quality within the basin and at its discharge point to Mississippi Sound by restoring drainage system functionality and supporting recently completed upstream sewer system improvements. Goal 5: Protect Coastal Resources and Communities Strengthen the long-term resilience of coastal infrastructure, neighborhoods, and natural resources by improving one of the City's largest and most critical drainage basins. Goal 6: Support Future Basin Improvements Implement improvements in the downstream portion of the basin that will provide immediate benefits while establishing a foundation for future phases of drainage system enhancements throughout the watershed.

12. Project Timetable/Milestones
The Trautman Basin / Outfall Improvements project will improve one of the City's most critical drainage basins through channel restoration, drainageway improvements, and construction of a new outfall to Mississippi Sound. The project is expected to be completed within approximately thirty (30) months following grant award and authorization to proceed. Activities will include engineering design, environmental permitting, bid procurement, construction, and project closeout. Upon completion, the project will provide enhanced stormwater conveyance, improved water quality, and increased resilience to hurricanes and major storm events.
