9. Project Description/Overview
The Hancock County Utility Authority (HANCUA) is requesting funding for a wastewater treatment infrastructure project for improvements at the Northern Regional Wastewater Treatment Facility (NRWWTF). These improvements are necessary to accomodate additional wastewater flows from member entities Hancock County Water & Sewer District and the Kiln Utility & Fire District. Currently, flows from the northern most service area of HCWSD in the Highway 43/603 and Interstate 10 area pump to the KUFD sewer system, which is then pumped to the NRWWTF. HCWSD is proceding with plans to redirect these flows directly to the NRWWTF. Redirecting these HCWSD flows directly to the NRWWTF would also provide additional flows to be received from KUFD through the existing force main to the treatment plant. During periods of heavy rainfall, both HCWSD and KUFD experience high wastewater flows, resulting in the possibility of wastewater overflows. This project will provide the necessary additional influent piping and pumping infrastructure at the NRWWTF to accomodate a separate connection from HCWSD. Thereby, providing for additional wet weather flows to be received at the NRWWTF, which would reduce the potential for wastewater overflows inthe HCWSD and KUFD service areas.
10. Project Goals/Objectives
1. Provide improved wastewater treatment capacity and capabilities during periods of heavy rainfall and high wastewater flows received from HCWSD and KUFD. 2. Lessen the probability of environmental impacts from potential raw wasteater discharges to surrounding streams, bayous, the Jourdan River, the Bay of St. Louis and the Mississippi Sound.

Yes: The project will result in providing improvements necessary for reduction of the possibilities of untreated wastewater impacts and improved water quality to coastal wetland areas adjacent to the Jourdan River, the Bay of St. Louis, and the Mississippi Sound.
(B) Mitigation of damage to fish, wildlife, or natural resources.
Yes: The project will help to ensure improved water quality to the surrounding receiving water bodies, as well as, reduction of possible threats from potential discharge of unsatisfactorily treated wastewater due to a variety of circumstances which could occur, and result in negative impacts to fish, wildlift and natural resources.
(C) Implementation of a federally-approved marine, coastal, or conservation management plan.
(D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.
Yes: Improved capabilities to receive and to treat excessive amounts of wastewater during high rainfall events, resulting in reduced probability of raw wastewater overflows directly into the environment. The Northern Regional WWTF is a modernized treatment facility which provides for advanced treatment prior to discharge of the treated effluent. With the proposed influent pumping facilities described herein, the facility will have ample available capacity to accept additional wastewater flows and to provide advanced levels of treatment well within the limitation of the facility's NPDES permit limits.
