- 9. Project Description/Overview
- The City of Long Beach proposes the Long Beach Harbor Electrical Service Platform Restoration and Resiliency Project as its top-priority GOMESA application. This project will design and construct new elevated concrete electrical platforms at the heads of Piers 1, 2, 3, and 5 to replace those destroyed by Hurricane Zeta. The new platforms will meet current National Flood Insurance Program (NFIP) elevation and electrical safety requirements, restoring reliable electrical service to each pier while providing a hardened, storm-resilient foundation for switchgear, distribution panels, and metering systems serving all harbor slips. Each platform will be located on the water side of the pier connection to the bulkhead, elevated above the pier deck to create an architecturally integrated “gateway” structure. This elevated configuration protects essential infrastructure from flood and surge damage while maintaining the harbor’s visual character and operational functionality. By restoring hurricane-damaged electrical systems and constructing them to modern flood-resilient standards, the project directly fulfills GOMESA’s objectives for coastal protection, hurricane mitigation, and conservation of Mississippi’s marine infrastructure. The City seeks full funding for all phases—engineering, permitting, construction, inspection, and administration—to ensure timely completion and reopening of all affected piers by August 2026.

- 1. Restore electrical service infrastructure at Piers 1, 2, 3, and 5 that was destroyed by Hurricane Zeta. 2. Design and construct new elevated concrete platforms meeting NFIP flood elevation and electrical safety standards. 3. Protect critical harbor electrical distribution systems from future storm surge and flood damage. 4. Ensure continued safe and reliable electrical service for harbor slips and users. 5.
