9. Project Description/Overview
The Citywide Sewer Infrastructure Cast-In-Place Pipe (CIPP) Improvements Project will rehabilitate aging and deteriorating segments of the City’s sanitary sewer collection system identified in the Comprehensive Sewer Master Plan. Many of the existing sewer mains, constructed of vitrified clay and other obsolete materials, have reached or exceeded their useful life, resulting in frequent infiltration and inflow, pipe collapses, and service disruptions. The CIPP renovation method will provide a cost-effective, trenchless rehabilitation technique that structurally renews these pipelines without the need for extensive excavation, thereby minimizing impacts to the community. This project will systematically address high-priority sewer segments identified through condition assessments and system modeling, improving hydraulic capacity, reducing groundwater infiltration, and extending the service life of critical infrastructure. By restoring structural integrity and preventing further deterioration, the project will safeguard public health, protect environmental resources from untreated wastewater discharges, and enhance long-term resiliency of the sewer system. The proposed improvements directly support the City’s goal of providing reliable, sustainable wastewater services to residents and businesses while ensuring compliance with state and federal environmental standards.

Project Goals and Objectives include: • Rehabilitate aging sewer pipelines to restore structural integrity. • Reduce infiltration and inflow (I/I) to improve system efficiency and reduce overflows. • Enhance public health and environmental protection by preventing sanitary sewer overflows. • Improve system reliability and capacity to support current and future demands. • Utilize cost-effective trenchless rehabilitation methods (CIPP) to minimize disruption. • Ensure compliance with MDEQ and EPA standards. • Promote long-term sustainability and resiliency of the wastewater system.
