- 9. Project Description/Overview
- The Hancock County Utility Authority (HANCUA) is requesting funding for improvements and upgrades to the flow equalization tanks at the Southern Regional WWTP. The project will provide automation and upgrades to all current instrumentation and electrical components, along with mechanical devices and piping configuration for the equalization tank upgrade project. The services will include electrical, instrumentation and control engineering drawings and specifications. This project will automate the influent flow process during heaving rains and increased inflow/infiltration flows from the cities of Bay St. Louis, Waveland and Hancock County. The project will minimize the potential for overflow issues.
- 10. Project Goals/Objectives
- 1. Provide automation for the flow metering components, sluice gate controls and pumps to address high flows during heavy rainfall events. The project will allow for the capture of excessive large volumes of wastewater into the Equalization Basins, until the rain events end. The excessive wastewater would then be slowly pumped back into the treatment plant after flows return to normal, thus minimizing any overflows at the treatment plant and to the surrounding environment. 2. The project will lessen the probability of environmental impacts to surrounding streams, bayous and the Mississippi Sound resulting from potential raw wastewater overflows an discharges.
- 11. Which of the following authorized uses set forth in the GOMESA Act does this project fall under?
- (A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
- Yes: The project will result in providing improvements necessary for reduction of the possibility of untreated wastewater impacts to coastal wetlands areas adjacent to the Mississippi Sound.
- (B) Mitigation of damage to fish, wildlife, or natural resources.
- Yes: The project will help to ensure improved water quality to the surrounding receiving water bodies, as well as, reduction of possible threats from potential discharge of unsatisfactory treated wastewater due to a variety of circumstances which could occur, and result in negative impacts to fish, wildlife and natural resources.
- (C) Implementation of a federally-approved marine, coastal, or conservation management plan.
- (D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.
- Yes: The excessive amounts of wastewater received during high rainfall events will be retained with the WWTF Equalization Tanks, resulting in reduced probability of overflows into the environment. Advanced treatment of the wastewater will be provided prior to discharge of the treated effluent.

- 15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
- 1. Reducing the possibility of potential wastewater discharges by providing improved reliability of wastewater handling and storage infrastructure. 2. Provides for proper wastewater treatment of all flows, including excess infiltration and inflow from heavy rainfall events, to be provided at the Hancock County Utility Authority's Southern Regional Wastewater Treatment Facility, prior to discharge.
