- The City of D'Iberville—a rapidly growing coastal community—is seeking funding to develop a comprehensive local watershed plan. As outlined in the City;s 2015 Comprehensive Plan, one of D'Iberville's core land use goals is to “guide and direct development in a manner which is sensitive and responsible with respect to the natural environment and natural resources.” The creation of a watershed plan is an essential step in achieving this vision. This strategic document will serve as a foundational tool for city leaders, elected officials, developers, and residents alike—providing a unified framework to preserve water quality, mitigate flooding, and manage stormwater runoff as growth continues. Without a watershed plan in place, the City remains reliant on traditional growth management tools such as subdivision regulations and zoning ordinances, which often lack the holistic insight needed to address water-related impacts at a systems level. By adopting a watershed-based approach, D'Iberville can proactively balance development with environmental stewardship, ensuring that its valuable coastal ecosystems and water resources are protected and enhanced for generations to come.

- (A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
- Yes: Yes: By taking a watershed planning and management approach, the City will be able to use this document to guide policy, manage resources and coordinate infrastructure improvements in a way that is protective of the city's environmentally sensitive coastline and wetlands.
- (B) Mitigation of damage to fish, wildlife, or natural resources.
- Yes: Yes: Within the City of D'Iberville, there are two watersheds that contain the impaired water bodies of the Tchoutacabouffa River and Cypress Creek. With GOMESA funding for a local watershed plan, the City of D'Iberville can take action on understanding and mitigating the damages to these impaired water bodies which do not support their designated uses. Without a local plan, City of D'Iberville will have to wait on state and federal agencies to take steps to improve the water quality and prevent damage to fish habitat and natural resources provided by the Tchoutacabouffa River and Cypress Creek.

- It is anticipated that the City of D'Iberville Watershed Protection Plan will take approximately 2.5 years from funding to adoption, with the majority of the time spent on data collection, analysis and report composition. 2026 - 3-6 months Funding for City of D'Iberville's Watershed Protection Plan secured Public Bidding Process for Watershed Consultant Review of qualifications and contract award 2027 - 12-18 months Consultant begins watershed data collection and analysis Community engagement activities to inform and seek input from D'Iberville residents and businesses First draft of report 2028 - 3-6 months Revisions and public hearings Final report and adoption of plan.

By partnering with MDMR to develop a comprehensive watershed management plan, the City seeks to preserve its cultural and ecological identity while preparing for responsible future growth. According to the latest U.S. Census, D'Iberville has experienced a 35% population increase over the past decade. As growth accelerates, the need for a strategic, watershed-based approach becomes increasingly urgent. This plan will help guide development using best management practices and smart coastal planning principles, ensuring long-term access to clean, healthy waterways for all residents. The watershed plan will also address critical factors such as floodplain dynamics, stormwater infrastructure, and pollutant impacts—providing a data-driven understanding of current watershed conditions. This local insight will directly support MDMR's objectives by improving coastal resilience, protecting marine habitats, and conserving water quality across the region. In short, the project offers a proactive, collaborative strategy that aligns with MDMR's core goals while honoring the unique environmental and cultural assets of coastal Mississippi.
