9. Project Description/Overview
The project site is within a residential neighborhood bordered by Bayou Phillip to the west and Harbor Drive to the east. Well-maintained residential lots abut small boat access canals. The neighborhood is not yet built out and growth is expected in the future. There is sedimentation and heavy debris at the upstream end of the canals and erosion at the inlets and outlets of the culverts that cross Harbor Drive. Additionally, the road crown elevation of Harbor Drive is at or near the surface water elevation, leading to roadway flooding issues during high tide and high flow events. The project will include clearing of debris and sediment in the canals and culverts. A hydrologic study of the drainage network will also be performed to determine if raising the roadway and/or dredging the canals will reduce flooding.

11. Which of the following authorized uses set forth in the GOMESA Act does this project fall under?
(A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
Yes: This project will focus on restoring water flow through the culverts across Harbor Drive and in the boat canals that connect to Bayou Phillip. The area experiences tidal/coastal flooding, especially during hurricanes, which this project intends to mitigate. Debris and sediment that is impeding the flow of water will be removed, and erosion control will be implemented at the culverts to further reduce sedimentation and pollution into the canals that connect to Bayou Phillip. A drainage study will be performed to determine if raising the road elevation of Harbor Drive and/or dredging the canals will reduce the risk of roadway flooding. The reduction of flooding along the road will improve the resiliency of this coastal community.
(B) Mitigation of damage to fish, wildlife, or natural resources.
Yes: This work will also restore natural channel function and improve the hydrologic connectivity within the area with the goal of improving the wetlands and reducing damage to wildlife and fish from sedimentation and pollution caused by the reduction of freshwater and flow in their habitat.
(C) Implementation of a federally-approved marine, coastal, or conservation management plan.
(D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.
Yes: By improving the onshore infrastructure of Harbor Drive and the connections to Bayou Philip, it will mitigate flooding in this coastal area through increased flow and removal of sedimentation build up. Coastal wetland loss and development are impacting the resiliency of the area by removing the natural absorption and buffering that was once provided.

15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
The Harbor Drive and Shoreline drainage improvements and drainage study will meet the goals of MDMR in several ways. By applying this funding to an existing residential coastal community with areas ready for infill, it will ease the pressure of development moving out into greenfields by investing in infrastructure upgrades. Improving the existing infrastructure will mitigate flooding to developments and pollution to the water bodies in the area for future generations to enjoy. This community of Shoreline currently enjoys a high quality of coastal life through fishing, boating and swimming, but with out needed infrastructure enhancements, these qualities are at risk of deteriorating.
