9. Project Description/Overview
The project site is a wetland and bayou located south of the Stennis Airport runway that receives runoff from the airport facility. Bayou Marone is a partially channelized stream that crosses under I-10 through a concrete box culvert to a wetland area that ultimately flows south to Bayou La Croix. There is no defined channel within the wetland area, which is overgrown with debris. Flow is sluggish causing flooding to occur onto airport property. The project will include a drainage study of the project area and determine if the I-10 crossing is adequately sized. Debris and sediment will be cleared and a defined channel will be created to allow water to flow south and away from the airport.
10. Project Goals/Objectives
. Confirm that drainage structures are adequately sized . Clear blockages in the drainage system . Decrease the risk of flooding on airport property Task 1 . Select Design Engineer Task 2 . Design of Required Improvements Task 3 . Obtain Required Permits Task 4 . Preparation of Bid Documents (Plans, Specifications, Cost Estimate) Task 5 . Bidding of Project for Construction Task 6 . Construction of Project
11. Which of the following authorized uses set forth in the GOMESA Act does this project fall under?
(A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
Yes: This project will focus on reestablishing the channel restoration in Bayou Marone and improving the hydrologic connectivity of Bayou Marone and Bayou La Croix. Both Bayou La Croix and Bayou Marone are tidal/coastal-influenced bayous that contain significant coastal wetlands. Bayou Marone has become highly channelized north of Interstate 10 and has no defined channel south of I-10 due to sedimentation and debris. Under the I10, water is not free flowing and floods the surrounding airport property. Improving the freshwater flow through the bayou will improve both the quality of the surrounding wetlands and the natural drainage function, both of which are critical for hurricane protection in Hancock County.
(B) Mitigation of damage to fish, wildlife, or natural resources.
Yes: These improvements will restore natural channel function in Bayou Marone and improve the hydrologic connectivity between Bayou Marone and Bayou LaCroix, improving the wetlands south of I†]10 and helping to reduce damage to wildlife, especially fish, caused by reduced freshwater into the bayous.
(C) Implementation of a federally-approved marine, coastal, or conservation management plan.
(D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.
12. Project Timetable/Milestones
This is a short term project with a timeline of approximately 24 1/2 months, with the following milestones: Task 1 - Select Design Engineer - 45 days Task 2 - Design of Required Improvements - 9 months 2A - 30% Design - 4 months 2B - 60% Design - 2 1/2 months 2C - 100% Design - 2 1/2 months Task 3 - Obtain Required Permits - 11 1/2 months Task 4 - Preparation of Bid Documents - 30 days Task 5 - Bidding of Project - 45 days Task 6 - Construction of Project - 8 months 6A - NTP For Contractor - 15 days 6B - Interim Project Report - 15 days 6C - Project Closeout - 15 days

15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
-Projects and activities for the purposes of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetland losses. -Mitigation of damage to fish, wildlife, or natural resources. This project will focus on reestablishing the channel restoration in Bayou Marone and improving the hydrologic connectivity of Bayou Marone and Bayou La Croix. Both Bayou La Croix and Bayou Marone are tidal/coastal-influenced bayous that contain significant coastal wetlands. Due to development and infrastructure activities in the area, Bayou Marone has become highly channelized north of Interstate 10 and has no defined channel south of I-10 due to sedimentation and debris. While some of the flow from Bayou Marone passes under I-10, water is not free flowing and backs up on the Stennis Airport property, indicating a problem with the size of the culvert and/or sediment/debris buildup in the Bayou. Historic images of the area indicate a continued decrease in water flowing under I-10 and an increase in water backing up onto Stennis Airport property over the past 15 years. This project includes a study to determine if the box culvert is adequately sized for the runoff Bayou Marone receives. The project will also reestablish the Bayou Marone channel south of I-10 through a design and construction project to remove excess sediment and debris. These improvements will restore natural channel function in Bayou Marone and improve the hydrologic connectivity between Bayou Marone and Bayou La Croix, improving the wetlands south of I-10 and helping to reduce damage to wildlife caused by reduced freshwater into the Bayous due to infrastructure development.
