- 9. Project Description/Overview
- The project includes improving drainage outfalls at nine (9) locations along the Ocean Springs East Beach to handle storm water flows. Shoreline stabilization plantings will be placed adjacent to three (3) of the outfalls where erosion is most prevalent. This project will consist of improving the existing outfalls by removing the old drainage system and replacing with concrete pipe culverts. The enhanced outfalls will include timber support structures embedded along each side of the concrete culverts with a cross member support beneath the culverts to maintain the correct slope angle for the outfalls. rip-rap armoring to protect from erosion and wave action will be lined along the concrete culverts from the shores edge extending out to the end of the submerged culvert. Stabilizing the shoreline adjacent to the three (3) outfalls living shoreline plantings will mitigate the infiltration of sediment that tends to accumulate into these three (3) specific outfalls. Additionally, the exiting portions of the outfalls under the roadway and seawall will be cleaned and restored to their full hydraulic capacity.
- 10. Project Goals/Objectives
- 1. Improve outfall hydraulic capacity. 2. Protect the sand beach. 3. Prevent & decrease erosion. 4. Reduce future beach nourishments. 5. Improve water quality.
- 11. Which of the following authorized uses set forth in the GOMESA Act does this project fall under?
- (A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
- Yes: This project will provide conservation and restoration of coastal shoreline, and hurricane protection of infrastructure. This project meets these requirements by mitigating the effects of erosion along the culverts caused by high water and battering wave action. The placement of a living shoreline adjacent to specific outfalls will mitigate sediment infiltration due to the natural flow of the current along the shoreline and during storm events. Additionally, the reinforcing of the storm water outfalls will mitigate hurricane storm surge damage to the outfall infrastructure.
- (B) Mitigation of damage to fish, wildlife, or natural resources.
- (C) Implementation of a federally-approved marine, coastal, or conservation management plan.
- (D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.

- Other Preliminary Design Funds Not Budgeted
- 15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
- This project meets the requirement of the Mississippi Department of Marine Resources GOMESA Phase II Funding Program by enhancing, protecting and conserving the marine interest of Mississippi. This project accomplishes this through mitigating the effects of erosion along the culverts caused by high water and battering wave action; the placement of a living shoreline adjacent to specific outfalls to mitigate sediment infiltration due to the natural flow of the current along the shoreline and during storm events; and the reinforcing of the storm water outfalls to mitigate hurricane storm surge damage to the outfall infrastructure.
