- 9. Project Description/Overview
- This project consists of sewer infrastructure repairs and upgrades to both the lines and the manholes in two primary locations: 1) Fort Bayou Estates: North of Hwy. 90 between Bristol and King Henry Drive 2) Between Porter Avenue and Lafontaine between Dewey Avenue and General Pershing Avenue The purpose is to mitigate the impact of aging infrastructure on the surrounding environment. Aging infrastructure, particularly related to the sewer system, poses a serious environmental risk as it begins to break down. Small intrusions into the lines may not be immediately detectable, but over time the amount of water infiltration into the system results in overflows and groundwater contamination. This is especially a problem when the problem exists in close proximity to sensitive habitat areas.

- The primary goal of this project is to address aging infrastructure that has a direct negative impact on environmentally sensitive habits. The approximate 3. 7 miles of sewer main lines will be lined and 108 manholes rehabilitated to correct this problem. The primary objective with this activity is to mitigate the impact of infiltration and overflows on the natural environment and sensitive habitats. This will be accomplished by both enhancing the resiliency of the infrastructure and preventing infiltration leading to unnecessary overflows. Additionally, the aging infrastructure puts a burden on the city financially in the form of continuous maintenance and the cost of processing the rainwater that infiltrates the sewer system.

- Yes: Two of the areas identified area are located in watersheds that connect directly to Fort Bayou on the north and the Gulf of Mexico on the south. Lining the approximate 19,300 linear feet (3.7 miles) of sewer main lines and rehabilitating 108 manholes will eliminate the current infiltration and prevent the recurring overflow events, thereby reducing the negative environmental impact and delicate ecosystems.
- (C) Implementation of a federally-approved marine, coastal, or conservation management plan.
- (D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.
- Yes: The goal for this project is to address the areas that have become more problematic as coastlines are negatively impacted and groundwater directly affects buried infrastructure. These utilities require proactive upgrading to reduce the burden on the system and the threat to the environment. More than 10 miles of sewer main have been identified as exceeding its useful life and requiring attention. These areas experience numerous sewer overflows that continue to occur on a regular basis, negatively impacting the water quality of surrounding receiving streams and sensitive habitat.

- * Procurement of professional services would begin within 30 days of project initiation. * Once a contract is in place, the Engineer will work with city staff to finalize the construction drawings for permitting and advertisement. * A contractor will be selected consistent with State Procurement Guidelines. The contract will be approved by the Board of Aldermen and work will begin once all agreements are executed. * The entire project can be completed within 18-24 months depending on permitting requirements.
