- 9. Project Description/Overview
- Belle Fontaine Drive is approximately 2.5 miles long and Beach Boulevard is approximately 0.4 miles long. Both run along Belle Fontaine Beach, the only natural beach in Mississippi. Over the years, each of these roadways have suffered damage caused by storm surge waters and heavy wave action over-topping the roads during hurricane and tropical storm events and, undermining the base of the road structure and causing wash-outs in multiple large sections of the roadways. The project involves improving and protecting the roadways to withstand the forces on them from hurricane and tropical storm events. The enhanced roadways will be reconstructed with additional layers of asphalt and protected with steel sheet pile and cap bulkhead at specific locations where frequent washouts occur. this will also be reinforced by a sloping of rip rap material along the south side of the sheet pile to provide additional protection of the roadway.
- 10. Project Goals/Objectives
- 1. Improve roadway stability. 2. Protect the roadway from future Hurricane Storm Surge damage. 3. Provide the citizens of Fontainebleau a safe evacuation route during Hurricanes.
- 11. Which of the following authorized uses set forth in the GOMESA Act does this project fall under?
- (A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
- Yes: This project will provide hurricane protection of infrastructure and conservation of coastal shoreline. This project meets these requirements by reinforcing the roadway and providing a barrier to mitigate hurricane storm surge while also mitigating the effects of erosion along the roadway caused by high water and battering wave action during these events. Additionally, the project will improve access along the roadways to ensure a safe evacuation route for residents and allow access for first responders during an event.
- (B) Mitigation of damage to fish, wildlife, or natural resources.
- (C) Implementation of a federally-approved marine, coastal, or conservation management plan.
- (D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.

- 15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
- This project meets the requirement of the Mississippi Department of Marine Resources GOMESA Phase II Funding Program by enhancing existing infrastructure and providing a barrier to mitigate hurricane storm surge while also mitigating the effects of erosion along the roadway and shoreline caused by high water and battering wave action during these events.
