- 9. Project Description/Overview
- The City of Pascagoula is requesting GOMESA funds to replace and add additional drainage improvements to remedy flooding along the Live Oak Corridor, which includes north Market Street, Pascagoula Street and Magnolia Street. This area is prone to considerable flooding issues during heavy rain events, with stormwater causing damage to the surrounding properties and compromising the safety of the roadways, sidewalks and other infrastructure. Stormwater from affected areas can collect various pollutants including oil, chemicals and sediment, transferring them to our local waterways. Replacing the failing drainage system in this area will protect infrastructure, minimize erosion, and improve water quality issues related to sediment runoff.
- 10. Project Goals/Objectives
- • Improve drainage characteristics of affected area • Protect natural resources and support clean waterways • Minimize economic loss and provide infrastructure protection
- 11. Which of the following authorized uses set forth in the GOMESA Act does this project fall under?
- (A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
- Yes: Completion of drainage system improvements in this area will alleviate the considerable flooding issues experienced during heavy rain events. These issues include floodwater damage to the surrounding properties, safety issues to roadways, sidewalks and infrastructure, and stormwater runoff containing oil, chemicals, and sediment transferred to our local waterways.
- (B) Mitigation of damage to fish, wildlife, or natural resources.
- Yes: Major improvements to the drainage system in this area may prevent oil, chemicals, sediment and other toxic pollutants from draining into the local waterway and impacting the marine ecosystem and water quality.
- (C) Implementation of a federally-approved marine, coastal, or conservation management plan.
- Yes: Pascagoula/Army Corps of Engineers Drainage Study
- (D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.
- Yes: During heavy or extended rain events, stormwater has affected the integrity of sidewalks and roadways in this area. Local businesses located in this vicinity have experienced floodwater in their buildings, causing financial loss through damage repairs and disruption of customer traffic. Upgrades and improvements to the drainage system in this area will minimize economic loss, protect roadways and infrastructure, and minimize pollutants from draining into the local watershed.
- 12. Project Timetable/Milestones
- The estimated completion time for this project is approximately 19 months. Design Phase - prepare bid documents, submit approvals, agency review and approval - 4 months Bid Phase - advertisement process, bid opening, award selection, contract execution - 3 months Construction Phase - Preconstruction conference, notice to proceed, substantial completion, final completion - 12 months
- 13. Project Timing
- Short-term
- 14. Current status of architectural/engineering plans & specifications for this project (if applicable):
- Other Funds Not Budgeted
- 15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
- Replacing the failing drainage system in this area will protect infrastructure, minimize erosion, and improve water quality issues related to sediment runoff. This supports the goals of GOMESA funds through mitigation of impact to infrastructure projects, coastal protection, and natural resource conservation.
