- 9. Project Description/Overview
- Hancock County Board of Supervisors proposes to install a 700LF bulkhead system along the shoreline of McLeod Park in Hancock County, Mississippi that ties into both sides of a proposed project to install 300 LF bulkhead system in this area. Hancock County intends to use Tidelands funds for this project and currently has $736,000.00 allocated. This project is currently being designed and permitting has been completed. The proposed Phase 2 project would complete the shoreline protection needed in this area. The bulkhead will stabilize the eroding coastline, protect park infrastructure, and enhance the ecological health of the adjacent coastal wetlands. Hancock County invested $2,000.000.00 in 2020-2022 to expand the RV sites along the Jourdan River. The overactive hurricane season and flooding of 2021-2022 severely impacted the riverbank during construction. We were able to temporarily preserve the bank between the campsites and the river however, the erosion continues. By halting the erosion, the project will create favorable conditions for the restoration of natural habitats along the shoreline. This may include the planting of native vegetation to stabilize the soil and promote wetland health.
- 10. Project Goals/Objectives
- The primary goal of this project is to prevent coastal erosion at McLeod Park. The bulkhead will shield the park from the wave action and storm surges, minimizing land loss and protecting park facilities. A stable coastline provides a vital first line of defense against hurricane induces storm surges. The bulkhead will reduce the wave action, safeguarding park infrastructure and surrounding facilities.
- 11. Which of the following authorized uses set forth in the GOMESA Act does this project fall under?
- (A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
- Yes: Coastal Protection: The bulkhead will directly combat coastal erosion, a significant threat to Mississippi's coastline. Coastal Restoration: This project will create opportunities for the restoration of degraded coastal wetlands by halting erosion and promoting natural habitat growth. Hurricane Protection: The bulkhead will strengthen the resilience of McLeod Park by providing protection from storm surge or wave action caused by hurricanes. Infrastructure: The project safeguards public infrastructure at McLeod Park, including park facilities and amenities.
- (B) Mitigation of damage to fish, wildlife, or natural resources.
- (C) Implementation of a federally-approved marine, coastal, or conservation management plan.
- (D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.
- 12. Project Timetable/Milestones
- Activation: January 2025 Design: February 2025 - June 2025 Bidding: July 2025 - September 2025 Construction: October 2025 - April 2026 Closeout: May 2026 - June 2026
- 13. Project Timing
- Short-term
- 14. Current status of architectural/engineering plans & specifications for this project (if applicable):
- In Progress Funds Not Budgeted
- 15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
- Coastal erosion can lead to the degradation and loss of coastal wetlands. These wetlands provide numerous ecological benefits, including storm protection, habitat for fish and wildlife, and water filtration. By preventing erosion, the bulkhead project will indirectly protect these critical ecosystems by halting erosion and promoting natural habitat growth.
