- 9. Project Description/Overview
- The City of Pass Christian intends to replace a portion of west bulkhead wall in the West Small Craft Harbor of the City of Pass Christian due to increased deterioration from both hurricane and tropical systems. The replacement portion of the west bulkhead wall will provide for increased hurricane protection for the west side of the harbor, which has been experiencing increased frequencies of storm surge impact in recent years. The project is intended to be constructed in phases as funding allows. It is designed to protect the road and adjacent property on the west side of the harbor by constructing a new wall in front of the existing wall and anchoring both walls with a drilled auger system. Both walls will be connected to each other and the soil anchors, which will be grouted into place approximately 45’-50 feet from the face of the new wall. Currently, the existing wall is failing due to increased forces from hurricanes and storm surge events. The project will mitigate the damaging effects of storm surges and will protect the nearby roadway and beach property by having a fully fortified concrete wall to absorb the impacts of wave action and surge pressures. The hurricane mitigation measures on the wall on the east side of the harbor have been completed and Phase I of the mitigation measures on the wall in the west side of the harbor were completed in 2014. The Phase II project is currently being designed and is expected to be under construction within 4-6 months. The estimated cost for the Phase III Project (225 lf) is approximately $2.86M. As funding allows, the City of Pass Christian intends to complete the remainder of these hurricane mitigation measures to include the remainder of the west side of the harbor, which will ensure continued protection of the small craft harbor from the damaging effects of hurricanes and tropical systems.
- 10. Project Goals/Objectives
- The implementation of this project is to provide hurricane mitigation measures, which will prevent continued damage to the small craft harbor roads, utilities and adjacent structures from the storm surges and wave action that accompany tropical systems. The new wall will include a concrete cap, which will minimize the possibility of any detrimental effects caused by infiltration of surge water behind the wall resulting in undermining the road, sidewalk and adjacent utilities. The objective of this project is to provide mitigation measures to reduce, if not eliminate, the harmful effects of storm surges on the City assets within the small craft harbor.
- 11. Which of the following authorized uses set forth in the GOMESA Act does this project fall under?
- (A) Projects and activities for the purpose of coastal protection, including conservation, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetlands losses
- Yes: This project will serve to mitigate the damaging effects of storm surges by reinforcing the existing bulkhead wall and constructing a new wall with concrete cap and slope paving to further stabilize the surrounding road base, utilities, etc.
- (B) Mitigation of damage to fish, wildlife, or natural resources.
- (C) Implementation of a federally-approved marine, coastal, or conservation management plan.
- (D) Mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects.
- 12. Project Timetable/Milestones
- 0-6 months - Design 6-9 months - Advertise and award the project 9 months -18 months - Construction of the project
- 13. Project Timing
- Short-term
- 14. Current status of architectural/engineering plans & specifications for this project (if applicable):
- Other Planning Phase Funds Not Budgeted
- 15. In what way does this project meet the goals and objectives of the Department of Marine Resources, which includes enhancing, protecting and conserving the marine interest of Mississippi for present and future generations?
- The construction of the Phase III hurricane mitigation measures within the Pass Christian small craft harbor will ensure the protection of the adjacent roadway and features in the immediate vicinity of the small craft harbor. This continued effort will ensure present and future generations will have continued access to the marine environment the harbor provides.
