9. Project Description/Overview
Signet Shipbuilding & Repair (SS&R) is a full-service vessel shipyard providing new construction, repair, maintenance, and refurbishment for steel and aluminum marine vessels. This Pascagoula, MS shipyard affords easy access from the Gulf of Mexico through the Pascagoula River Port and Bayou Cassotte. The Jackson County Board of Supervisors working together with the Jackson County Port Authority, and the Jackson County Economic Development Foundation, is seeking GOMESA funding to repair and renovate the bulkhead that supports and protects the State of Mississippi's property that is leased to Signet Shipbuilding & Repair. This project shall include much required repairs and renovations to the deteriorated outfitting bulkhead along the waterfront of the Signet facility as well as the associated dredging to armor the existing shoreline and support vessels being moved in the outfitting to delivery stages areas. Additionally, the project will provide a significant opportunity to impact the economic development of Jackson County and the entire Gulf Coast Region through the creation of new high-wage jobs at the expanding Signet Shipyard facility. The estimated cost for this project is approximately $12.3 million with SS&R contributing approximately $4 million to the project.
10. Project Goals/Objectives
1. Bulkhead Repair/Replacement: Bulkheads along the ship channel form a retaining wall which helps address erosion and flooding issues. 2. Support heavy equipment, cranes, etc. to facilitate more efficient operation and additional capacity for construction/repair of marine vessels. Additional Goals/Objectives: 3. Will impact the long-term competitiveness of the region and may result in a significant positive impact on tax base, private sector job creation and private sector investment in the region ; 4. Demonstrates the maximum long-term economic benefits and long-term growth potential of the region based on a financial analysis such as a cost-benefit or a return-on-investment analysis; 5. Demonstrates long-term financial sustainability, including clear performance metrics, over the duration of the project; 6. Leverages or encourages leveraging of other private sector, local, state and federal funding sources with preference to projects that can demonstrate contributions from sources other than BP settlement funds; 7. Supported by multiple government or private sector entities; and 8. Can move quickly and efficiently to the design, engineering, and permitting phase.

A number of the steel bulkheads were installed years ago and many are damaged today. An assessment of bulkhead conditions bordering the ship channel revealed that a large number of the bulkheads are in need of replacement and repair.

Yes: Mitigate erosion of river bank adjacent to the shipbuilding industry. Additionally. Signet constructs and repairs marine vessels that support the ships and oil rigs operating in the shallow margins of the outer continental shelf in the Gulf of Mexico. Through the funding of this inshore infrastructure project to repair and further protect the State of Mississippi's property, Signet ultimately assists in mitigating adverse effects of larger vessels operating in the outer continental shelf of the Gulf.
